In a browser, paste this link to open the Microsoft store and install this free app: ms-windows-store://pdp/?ProductId=9n4wgh0z6vhq (link last checked Nov. 7, 2022)

Install the app and then open the photo normally (using Photos app if it's a picture, or with the Windows 10 video player app if it's a video). Everything should just work.
