Using mobile devices in the cold weather:
 
Slow screen response:
The screen being slow to respond in the cold or blurry or other symptoms is common not only with iPads but many mobile devices with LCD screens and Lithium based batteries (especially Lithium Ion where as Lithium Polymer does a little better in the cold).
 
The Samsung S7, S8, and iPhoneX have OLED screens, not LCD so they work a bit better in the cold.

Usage Guidelines:
  • Never run the battery below 20%.  In the winter the recommendation is to not go below 30%.
  • If you will be using your device while exposed to the cold, it is recommended to charge your device to at least 80%.  Plan to avoid using your device in the cold with a battery lower than 50%.
  • Never leave your device over night in a vehicle in the cold if the temperature will drop below -10C.
  • When working in the cold, when the device is not in use, keep it in an inside jacket pocket, or put the iPad in your jacket against your inner clothing.  Putting the mobile phone in a pants pocket in the cold weather does not provide sufficient protection.
  • If the device was left in the cold, turn it off, give it awhile to slowly warm up, then turn it on.
 
You do not have to charge devices to 100%.  A modern Apple device does a quick charge up to 80% and then does a slow charge thereafter.  It may also do a slow/medium charge from 0-20%.  Once the device is charged into the 90's percent, the user should feel comfortable unplugging it.
